Voice before text

The first input is a held button and a spoken sentence. Reading and typing are the fallback, not the default — literacy is the most common barrier, not the rarest.

One decision per screen

The citizen side never shows two questions at once. The console shows everything at once. Same matter, opposite density, because the two readers are doing opposite jobs.

The clock is the product

Most rights are lost to a deadline nobody explained. The limitation period is the loudest element on the result screen and the first card in the brief.

The machine never advises

Classification ships with a visible confidence score and a hard gate: a named caseworker confirms before anything reaches the person who asked.

Designed for a bad phone

It renders and works at 2G, saves to the handset, and states so on screen. A tool for people with the least cannot assume the network of people with the most.

A way out, fast

Every screen carries a one-tap exit. Family-violence intakes happen on shared and monitored phones, and that is a safety requirement rather than a nicety.
